Mr. Kelly is retired from Milliken & Company, having worked there for over 44 years. He serves as Treasurer for the Board of Commissioners. Mr. Kelly and his wife Novella have three daughters, four grandchildren, and two great-grandchildren. He is active in his church and is passionate about community activism. Mr. Kelly has worked on numerous large projects with BPW in his time as Commissioner. He is a listening ear for the citizens of District I, and works to ensure that their voices are heard.

Roger Harris, District II

Mr. Harris has served on the Board of Commissioners since 1986, serving as Chairman of the Board from 2000-2006, and from 2016 to the present. He was born and raised in Gaffney, and he and his late wife Linda have three children, four grandchildren, and six great-grandchildren. Mr. Harris is an avid fisherman, and you can often find him at Lake Whelchel. He is a committed public servant that has been around for some of BPW's biggest moments over the past three decades.

Mrs. McKey is a graduate of North Greenville University, where she earned a Bachelor's degree in Broadcast Journalism. She is currently employed with the State of South Carolina as a right-of-way agent, and she's also a licensed Realtor. She and her husband Derick have three children. Mrs. McKey is the Secretary for the Board of Commissioners, and she enjoys serving the residents of District III.

Mr. Dorman is a CPA and part time consultant / retired CFO for Hamrick Mills. He is a lifelong resident of District IV and is married to Debbie. David is a graduate of Limestone University, Clemson University, and Gardner Webb University with degrees in accounting and divinity. For the past 34 years, he has been heavily involved in various community service roles as a board member, and as a volunteer for several organizations in Gaffney. He is also very active in his church in numerous leadership roles and has a passion for outreach and ministry.

Mr. Lester is President of ICR Plumbing Systems, Inc., and has lived in District V for 40 years. He and his wife, Pam, have two sons and two granddaughters. Mr. Lester is a member of Cherokee Avenue Baptist Church and has served on the Cherokee National Golf & Recreation Club Board of Directors and the Gaffney Youth Baseball Board of Directors. He enjoys serving at his church, spending time with his family, and being involved in his community.

Jeff Stocks, District VI

Jeff Stocks serves as the Commissioner for District VI and brings a strong mix of professional experience and community involvement to the Board of Public Works. Jeff attended Clemson University on a football scholarship and earned a Bachelor of Science in Zoology and a Masters Degree in Bioengineering. He and his wife Antoinette, a lifelong resident of Gaffney, have lived in the Macedonia community since 1982. They have two children, Lindsay Blanton and Adam Stocks, and five grandchildren. They are members of Macedonia Baptist Church. Jeff has held leadership roles throughout his career, including Sales Manager for Westinghouse Electric Corporation, Plant Manager at Sunny Slope Farms, and Sales Representative for International Paper Company for 25 years. For the past seven years, he has worked as a Lab Technician at the BPW Water Filtration Plant, gaining valuable experience in water quality and daily operations. With more than 42 years in the Macedonia community, Jeff is dedicated to serving District VI and supporting reliable and responsive utility services for all residents.

Tracy McDaniel is a lifelong resident of Cherokee County and serves as the Commissioner for District VII. He earned a degree in Business Administration and Management from Limestone College and began his career in consumer and mortgage lending with First Piedmont Federal, later becoming a branch manager. In 1994, he joined McDaniel Construction Inc where he currently serves as Chief Financial Officer and Vice President. Tracy is married to Karen McDaniel, a retired teacher who served in the Cherokee County School System for thirty-four years. They have two children who also teach in the local school system and seven grandchildren. Tracy and his family have deep roots in Cherokee County and remain active in both community and church life. He has served in many leadership roles, including president of the Cherokee County Chamber of Commerce, president of the Blacksburg Rotary Club, member of the Salvation Army Advisory Board, and president of the Cherokee County Homebuilders Association. At his church, he has served as a deacon, on the property committee, as a teller, on the pastor search committee, and in the choir. Tracy previously served for fifteen years on Cherokee County Council, where he gained valuable experience in economic development and community planning. He has worked closely with the Cherokee County Economic Development Board and the Board of Public Works on projects that have strengthened local infrastructure and supported job growth. Tracy is committed to supporting responsible development, strong partnerships with local municipalities, and reliable high quality services for all residents. He remains dedicated to keeping utility rates competitive while ensuring long term growth and stability for the community.
