Impact Fees will be paid as described below:

  • Single residential water and/or sewer service connection – Impact Fee will be paid on or before the payment of Connection Fees.

  • Residential Development – Sewer Impact Fees for all anticipated development must be paid prior to submittal of a Permit to Construct. Separately, water Impact Fees must be paid on or before the payment of Connection Fees.  For phased developments, the Impact Fees shall be paid on all phases contemplated by the Permit to Construct.

  • Commercial/Industrial Connections:

    • For Commercial/Industrial Connections requiring meter connections of 10 inches or less, all sewer Impact Fees must be paid prior to submittal of a Permit to Construct, and water Impact Fees must paid on or before the payment of Connection Fees.

    • For Commercial/Industrial Connections requiring meter connections of greater than 10 inches, all sewer Impact Fees must be paid prior to submittal of a Permit to Construct, and all water Impact Fees must paid on or before the payment of Connection Fees. For these larger connections, Impact Fees will be based on daily water and/or sewer demands provided by the owner/developer’s design engineer.  If, after one year of substantially completed operation, the actual daily usage demands are in excess of the design engineer’s estimation that were used to determine Impact Fees, the owner or tenant will be assessed additional Impact Fees to cover the increased water and/or sewer demand. If, after one year of substantially completed operation, the actual daily water and/or sewer demands are less than the design engineer’s estimation that were used to determine Impact Fees, BPW will pay or credit back the amount of Impact Fees attributable to such reduced usage. However, in no event shall any credits result in the payment of Impact Fees that is less than the amounts due for a 10 inch meter connection.

  • Fire Suppression System Connection – No Impact Fees will be assessed for metered fire suppression system-only connections.  Uses of this connection for other than fire suppression may result in the assessment of Impact Fees to the owner or tenant. A separate, fire-only meter must be established for any qualifying metered fire suppression system-only connection. Installation of a compound meter with dual metering capability is not sufficient for purposes of the foregoing sentence.

2.   Payment of all applicable Impact Fees is a condition of development approval by BPW.

*Note: Connection charges do not include encasement pipe or asphalt overlays.  Actual cost of encasement pipe or asphalt overlay will be added to water and/or sewer connection charges when required by SCDOT.

Note: Includes $25.00 Inspection Fee Backflow provided and paid for by the customer.

Non-Payment Charges:

  • All services are subject to disconnection, and a non-payment service charge will be charged for all accounts in which full payment is not received by 7 a.m. the first business day following the due date posted on the bill.  This includes payments received through the U.S. mail.
  • Reconnection service fees are as follows: 

      Monday - Thursday 7 a.m. - 5 p.m.  $50:00

      Friday, Saturday, Sunday & Holidays 8 a.m. - 5 p.m.  $75.00

  • Reconnects will not be made between 5 p.m. & 8 a.m.  

Meter Tampering:

All cases of meter tampering will be charged a minimum fee of $250, plus reimbursement of all additional costs.

Returned Check Fee: 

All returned checks will be charged a fee of $30.00.

Other Fees:

If electricity has not been connected at an address for more than 6 months, the customer is responsible for obtaining a power release from the City of Gaffney or Cherokee County. This involves having a licensed electrician work with the City or County offices to inspect your property. BPW cannot connect electricity at an address that has been disconnected for longer than 6 months without a power release.
